New York State Board for Historic Preservation

The State Board for Historic Preservation was established under the State Historic Preservation Act of 1980, Article 11 (Parks, Recreation and Historic Preservation (PAR) CHAPTER 36-B, TITLE BLeaving New York State Parks), Sections 11.01, 11.03, 11.05, 11.07 and 11.09.

The Board for Historic Preservation is also known as the State Review Board (SRB). The Division for Historic Preservation (DHP), in its role as the designated State Historic Preservation Office (SHPO), provides administrative support to the Board.

Purpose of the Board

The powers, functions, and duties of the State Board for Historic Preservation include:

  • advising the commissioner on policy matters affecting historic preservation and the historic site system;
  • providing consultation to the commissioner on historic site management, development and interpretation;
  • reviewing and making recommendations to the commissioner on whether properties meet the criteria for listing on the State and National Registers of Historic Places
  • reviewing and advising the commissioner on the statewide survey and plan for historic preservation.
  • reviewing and making recommendations to the commissioner on grant applications and use of Federal and State grants-in-aid; and
  • reviewing and commenting on selected projects which are being reviewed by the commissioner under Section 106 of the National Historic Preservation Act of 1966 and Section 14.09 of the Parks, Recreation and Historic Preservation Law, and commenting on environmental impact assessments or statements, or as otherwise provided by law, on undertakings which may have an impact on historic resources

Members and Proceedings

The State Board for Historic Preservation meets quarterly at designated locations posted in advance of the meeting including Peebles Island State Park in Waterford, State Historic Sites, or other publicly accessible venues.

Membership Information

The Board consists of 13 members as listed below. Members consist of the Commissioner of Education, the Commissioner of Environmental Conservation, the Secretary of State, the Chairman of the State Council on the Arts, and the Chairman of the State Council of Parks (or their designees) as well as eight members appointed by the governor, with the advice and consent of the Senate. The majority of the members that make up the board are qualified in the fields of history, architecture, archeology, and other related historic preservation disciplines.

The members serve without compensation but are allowed the necessary and actual expenses incurred in the performance of their duties. Estimated expenses below are based on travel expenses between the member's home and the meeting venue, which rotates from Peebles Island State Park in Waterford to other publicly accessible meeting places throughout the state.
